New DOGE Grand Jury Petition Kit Just Dropped.

Free kits for six counties, built on the government’s own admissions in federal court

Sep 25, 2026

Today The Existentialist Republic published grand jury petition kits for six counties, five updated kits and one fully new, in the counties where residents asked for them. Each kit asks a local court to convene a grand jury over DOGE’s handling of Social Security records:

Santa Fe County, New Mexico
Shawnee County, Kansas
Tulsa County, Oklahoma
Nelson County, North Dakota
Douglas County, Nebraska
Lancaster County, Nebraska

We built each kit after several rounds of calls with residents of that county who expressed interest in the petition process. On those calls we walked through how the process works and what to expect from the court and the county election office, based on how past citizen petitions have gone in their state. More residents have signed up in other counties, and their calls and kits come next.

Download the kits here. Each kit holds the petition and signature sheet tailored to its county, a checklist of the rules that get petitions rejected, a filing timeline, an explainer, and a talk track for the people collecting signatures.

The petitions rest on the federal government’s own January 16, 2026 filing in AFSCME v. Social Security Administration. In it, the Justice Department told a federal judge that DOGE Team members shared Social Security data through Cloudflare, a server the agency never approved, and that the agency “has not been able to determine exactly what data were shared to Cloudflare or whether the data still exist on the server.”
The same filing disclosed that a DOGE Team member signed a “Voter Data Agreement” with a political advocacy group whose stated aim was to find evidence of voter fraud and overturn election results in certain states.
The public first learned of DOGE’s handling of Social Security records from Charles Borges, then the agency’s chief data officer, whose August 2025 whistleblower disclosure reported the master file of Social Security numbers copied to an unmonitored cloud server. Borges is now the Democratic nominee for Maryland State Senate in District 29.

Over the last year this community has worked together and filed police reports over DOGE's conduct and asked their attorneys general and district attorneys to investigate, with our team crafting template police reports tailored for all 50 states. That’s 50 states’ worth of criminal codes.

In July, we explored citizen-petitioned grand juries as an option in the six states that allow them and in that same article launched an effort to educate and activate residents in those states. This campaign continues that work.

The Existentialist Republic is an activist organization in addition to being a news source. We are not acting as attorneys, and nothing we publish is legal advice.

We research the statutes and publish guides, templates, sample filings, and educational materials so residents have the tools to act in their own communities. We connect them with experienced organizers and experts and advise them on working with the press. The residents in each county decide whether to file a petition, when to file it, and how to run their drive.

When you sign up, we hold meetings where experienced activists and organizers share what they know and answer your questions. We also build a kit for your county, with a petition template and worked examples based on your state’s statutes and court rules.

Let the GOP try to cover this up. We are on their turf, speaking truth, and swinging back.

Call To Action

The publicly available evidence on DOGE’s conduct is enough to warrant a criminal investigation in every state.

Who you are contacting and how: Your state attorney general or your county district attorney. Find your attorney general here. Find your district attorney by searching your county’s name plus “district attorney” or “prosecuting attorney,” since the title changes by state. Email, call, send a free fax through FaxZero, or mail a letter.

What you are asking for: A criminal investigation into whether DOGE staff broke your state’s computer crime and identity theft laws in handling the Social Security records of people in your state.

What that is: On January 16, 2026, the Justice Department told a federal judge that DOGE staff at the Social Security Administration shared agency data through Cloudflare, outside the agency’s security protocols. It also said the agency cannot determine what data left or whether copies still exist. Anyone whose record was in that data is a potential victim, and every person issued a Social Security number has a record with the agency. All 50 states have computer crime laws, and every state has an identity theft law. Federal officers are immune from state prosecution only when federal law authorized the act and the officer did no more than what was necessary and proper, under the Supreme Court’s 1890 test in In re Neagle. When conduct fails that test and breaks state law, the state can prosecute it, whatever federal prosecutors decide.
